Justice Robin Phukan, Hon’ble Judge at Gauhati High Court, delivers lecture at USTM
Ri-Bhoi, Meghalaya | 14th February 2026: The University of Science and Technology Meghalaya (USTM) successfully organised a Special Talk on “Access to Justice and Fundamental Rights” at its Central Auditorium on 14th February 2026 at 11:00 AM. The programme brought together students, faculty members, and legal scholars to deliberate on the critical role of access to justice in a democratic framework.
The event commenced with the National Anthem, setting a solemn and dignified tone for the proceedings. The distinguished speaker, Justice Robin Phukan, Hon’ble Judge of the Gauhati High Court, was felicitated by Prof. G. D. Sharma, Hon’ble Vice Chancellor, USTM; Prof. Subhram Rajkhowa, Professor Emeritus; and Dr Anurekha Goswami, Dean, University School of Law and Research (USLR), in the presence of Hon’ble Chancellor Shri Mahbubul Hoque.
Delivering the Welcome Address, Prof. Subhram Rajkhowa emphasised the importance of constitutional literacy and highlighted the judiciary’s pivotal role in safeguarding citizens’ rights. He underscored the need for students, especially those pursuing legal studies, to develop a deeper understanding of constitutional values and democratic responsibilities

The highlight of the programme was the plenary address by Hon’ble Justice Robin Phukan. In a comprehensive and insightful lecture, he elaborated on access to justice as a cornerstone of democracy. He explained how fundamental rights enshrined in the Constitution of India guarantee equality, liberty, and dignity to every citizen. He further discussed the proactive role of the judiciary in protecting these rights and ensuring that justice remains accessible, particularly to marginalised and vulnerable sections of society. His address provided valuable insights into constitutional interpretation, judicial accountability, and the evolving dimensions of legal remedies in contemporary India.
The programme concluded with the Presidential Address and Vote of Thanks delivered by Prof. G. D. Sharma, Hon’ble Vice Chancellor, USTM.
