About the Library

The Central Library of the University of Science and Technology, Meghalaya (USTM), consecrated in the name of Maulana Azad Central Library came into being in the year 2011. The Library sets the goal of a world-class library by integrating information sources and services across disciplines in one umbrella by building a sound and comprehensive collection of both print and electronic resources on all branches of knowledge with a robust hi-tech infrastructural facilities and to redesign and revamping the systems and services in efficient, effective, and dynamic ways tailoring to meet the myriad information needs of students, research scholars, and faculty members of the university pin-pointedly, exhaustively and expeditiously anytime during library hours for promoting academic excellence.

The Library is named Maulana Azad Central Library after the name of Abul Kalam Azad, the first education minister of independent India, the man who introduced the national education system with free primary education and modern institutions of higher education. Maulana Azad is also credited with the establishment of the Institute for national importance like the Indian Institute of Technology (IIT) and the foundation of the University Grant Commission (UGC), an important institution to supervise the Universities.

Maulana Azad Central Library supports the teaching, research and extension programs of the university. All students, faculty members and research scholars and employees of the university are entitled to make use of the library facilities on taking library membership.

The Library has a collection of more than eighty thousand volumes of books on Applied Sciences, Biological Sciences, Business Sciences, Education, Engineering and Technology, Social Sciences and Humanities, offers library services through its various sections. The Library has now been catering to the needs of more than 5000 students, research scholars, faculty members, and administrative and non-teaching staff of the university. With the developments in Information and Communication Technologies, the behavioral characteristics of the library users have been changing rapidly and the library is trying its best to adapt to the technological advancement by the digitization of library. The identity of all books and the library users are fully bar-coded and all Library house-keeping operations like acquisition, cataloging, circulation and periodicals services have been automated with the help of Koha.

Department Library

The Maulana Azad Central Library, University of Science & Technology Meghalaya has initiated to establish departmental libraries in each department. All the departmental libraries are well maintained and merged the online library catalogue with Maulana Azad Central Library, USTM and user of each of the department library can access or issue & return the books through Koha LMS. The collection of documents mainly consists of textbooks, reference books and research journal.

Access to Visitor

If you are a first-time visitor, please try to visit the Maulana Azad Central Library, USTM between 8 a.m. – 10 p.m. on weekdays and Sundays from 10 a.m. to 2 p.m. The researchers from outside the university should ensure that they have a recommendation letter and an identity card before they can avail the library facilities and services. The visitor or guest user can access online resources in the E-Library Section or Computer Section located on the ground floor of the library.

Technical Processing

All the books procured in the Maulana Azad Central Library are being classified in DDC (Dewey Decimal Classification) 23rd edition; a scheme for classification of subjects used the LIS professional to arrange the books in proper order on the bookshelf for easy access or retrieval. Besides classification books are also cataloged according to MARC- 21 & ISBD format using Koha Library Management Software. The catalogue is available online across the globe for browsing and searching and also for renewing of issued books by the patron.

Yes, Maulana Azad Central Library provides special library membership opportunities to the students if someone is interested to take additional library facilities he or she must have pay additional library membership fees to the library authority.

Library dues can be paid in cash in the circulation section directly and Library professionals will generate a fine receipt.

  1. What are the issue/return timings in the Library?

Issue and return can be done on working days only

  1. Whether the library is open on Sunday?

Yes, the Library is open on Sunday for reading purposes only, from 10 a.m. to 2 p.m. and no Issue & Return is done on Sunday.

  1. Can books be reserved if issued?

Yes, all members of the library can reserve issued books.

  1. Can I borrow Journals or Magazines for overnight or for short period?

No, we never issue Journals & Magazines outside the library.

  1. Can I suggest a purchase of a book for the Library Collection?

Yes, a registered library member can directly recommend a book for purchase by filling “Book recommendation form” that can be obtained from the library website or in the library.

  1. Can we refer to the dissertation & Ph. D. thesis?

Yes, all the members of library can refer to dissertations & Ph.D. Theses. Outsiders are not allowed to refer to dissertations and theses.

  1. Can the dissertation/theses be issued?

No, we can never issue grey literature.

  1. If, I lost an issued book, what I have to do?

You are required to report immediately in the library by writing application to librarian and after that you have to submit the new copy of the same book to the library within stipulated time.

  1. Can I take a photocopy of reading materials or personal book in to the reading hall?

You can bring your personal copy or photocopies study material in to the reading hall after verifying at the entry gate to our staff at the time of entry and exit.

  1. Can I renew the issued book in my name for one more week?

Yes, but check with the library circulation counter whether the book is reserved by anyone else.

 Library Rules & Regulations

A. Membership

  1. Only enrolled Students, Researchers, Faculty and Staff as registered members are allowed to use the Library.
  2. Members should produce their Library Membership card at the entrance of the Library.
  3. A duplicate Library Membership card will be issued on payment of Rs.100/-.
  4. The ex-faculty/staff members may be enrolled as members against a security deposit of Rs. 5000/- (refundable) and registration fee of Rs. 1000/- (non-refundable).
  5. Some eminent academicians/scholars and other dignitaries may be enrolled as special members on the recommendations of competent authority only against a security deposit of Rs. 6000/- (refundable) and registration fee of Rs. 1500/- (non-refundable).

B. General Rules

  1. Readers should observe strict silence inside the Library.
  2. Use of Mobile phones is not permitted inside the Library premises.
  3. Users are not allowed to carry eatables/drinks inside the Library premises.
  4. Library membership card is non-transferable.
  5. Personal belongings like bags (laptop, shoulder, and sling), umbrellas, etc. should be deposited at the Property Counter against a token. These are not allowed inside the Library.
  6. Readers are advised not to leave their valuable items like money wallet, passport, credit card etc. at the Property Counter.
  7. Marking, scratching, damaging, mutilating, stealing, library materials or property will invite disciplinary action against the defaulters.
  8. Readers should not carry books from one section to another and should leave the books on the reading table after consulting.
  9. Readers should not talk or discuss as they may disturb other readers. Reading halls are meant for individual study and research only.
  10. Users should not rest or keep their feet on tables, chairs, shelves, etc.
  11. The library shall not be responsible for any loss or damage of the personal belongings of the users.
  12. Library staff shall not transmit telephone calls or other personal messages to the readers.
  13. The Librarian reserves the right to suspend the membership of any member found misbehaving with the library staff or with any other member.
  14. Enter your name and Sign in the register kept at the entrance counter before entering the library.
  15. Show the books and other materials which are being taken out of the library to the staff at the entrance counter.
  16. The librarian may recall any book from any member at any time and the member shall return the same immediately.

C. Overdue charges

  1. 5/- for per book per day will be charged to the user if books is not returned after the due date.
  2. Membership shall be suspended for repeated delay in returning the books.

D. Use of computers / laptops etc.

  1. Computer in the library premises should be used for academic purposes only.
  2. Online chatting/dating, browsing of social networking sites is strictly prohibited. Strict disciplinary action will be taken against the defaulters.
  3. Playing games on computers is strictly prohibited in the entire Library premises.
  4. Readers must carry their Library Membership card while using the E- Library. They must show their ID card on demand.
  5. Readers should not to share their Internet access ID and Password with other students.
  6. Changing the settings and display of the computers kept in the Library is not permitted.
  7. Use of laptops in the cubical systems where computers are already installed is not permitted.
  8. Readers should not remove/unplug computer cables/connections, network cables and other peripherals/accessories in the library.
  9. Personal keyboard, mouse, etc are not allowed inside the Library.
  10. Library users must take care of their Pen drives, CD/DVD ROMs, mobiles and wallets etc.

E. General Reading Hall

  1. The right to use General Reading Hall is exclusively reserved for bonafide members of Library.
  2. Members should produce their Library Membership card at the entrance.
  3. The seats are to be used/ occupied on the first come first served basis.
  4. Capturing/reserving seats for friends/future use is strictly prohibited.
  5. Readers should not scribble on table tops or damage them.
  6. Readers should not clutter the table with heaps of books and other reading material.

F. Visitors

  1. Consultation facility is available for Research Scholars of other Universities/Institutions for a short period.
  2. The Research Scholars/students from other organizations should bring recommendation letter from Supervisor/Guide or letter from the concerned Department/Organization.

G. Circulation

  1. Maximum of three text or general books can be issued at a time for 7days.
  2. Maximum two times renew can be allowed to the user.
  3. Students can reserve books at the Circulation Counter in case they are already issued.
  4. Books in demand may not be renewed.
  5. Readers are responsible for books issued against their names.
  6. The material such as rare books, thesis, dissertations, loose issues of periodicals etc. marked for consultation shall not be issued.
  7. Borrowers must satisfy about the physical condition of the books before borrowing otherwise they will be held responsible for any damage later or at the time of return.
